UNIVERSITY HILLS ASSOCIATION OF HOMEOWNERS
MINUTES OF MONTHLY BOARD MEETING HELD ON TUESDAY, SEPTEMBER 12, 2006
The board meeting was called to order by President Arnold Martin in the Presidents Lounge of the Las Colinas Country Club promptly at 11:30 a.m.
Board Members present were: Charles Schmidt, Jim Wells, Martin Kahn, Bob Kitzman, Craig Boleman, and Arnold Martin. Others present were: Rick Bidne, General Manager of TLCA and John De Marco, Deputy Block Chief.
Board Members NOT present were: Don McGee, Don Jensen, Kass Prince, Chandra Muenster, Esther Nachimson, and Nell Anne Hunt.
The minutes of the August 2006 meeting were reviewed and approved for posting on the UH website.
The Treasurer’s Report was submitted by Craig Boleman on behalf of Kass Prince. After review it was approved as submitted.
Block Chief Bob Kitzman reported on the project to produce a new issue of the UH Directory for 2007. A Team led by Bob consisting of Arnold Martin, Jim Wells, Kent Smith, Gractia Austin, and John De Marco was formed and a 90-day timeline was adopted, i.e. issue of the new directory by December 1st. So far the Team has been working well with extensive emailing to co-ordinate efforts. Supreme accolades were showered upon Jim Wells who provided incredible guidance to the Team which wisdom was hard won by Jim during last year’s directory exertions. Bob also affirmed the rigorous approach being taken to protect UHAOH and to provide for our residents’ concerns about privacy and confidentiality. Last Friday the packets of directory questionnaires were distributed to the Block Captains with a deadline of September 29th for return of the signed information sheets. One Captain already has completed all of their data, so we’re off to a good start.
Deputy Chief John De Marco added that the initial feedback from our Captains has been very good. They liked the clear focus, the detailed instructions provided to them, the color-coded information sheets, and the absence of any requirement to collect membership dues, sell advertising space, or promote UHAOH events in conjunction with their information gathering efforts.
In response to a query from Craig about the requirement for written authorization from the residents to publish their information in the UH Directory, Martin Kahn advised that an email authorization could be accepted as along as the conditions of the affirmation were clearly evident.
Bob further advised that advertising and sponsorships will be accepted in the Directory as in prior years. Currently the position of Advertising Co-ordinator is open and interested candidates are encouraged to apply.
Vice President Charles Schmidt reported on several community items obtained from his inter-actions with a wide range of City, community, and other officials as follows:
adopted separate, color-coded trash containers (not bags) for their recyclables the rate of homeowner participation increased dramatically to much, much higher levels. Charles will bring this to the attention of appropriate parties at the City.
Arnold Martin noted that there are one or two points of entry to UH which do not have the special UH pole signage installed. Rick said this omission would be corrected soonest.
Webmaster Jim Wells advised there were no major developments to report on our data-based communications systems. Although not stated at the meeting, recently two noteworthy messages were sent out over the system to UH residents with email address listings, viz; (i) "The Weber Property" from Arnold Martin on 08/23/2006, and (ii) "Neighborhood Directory" from Bob Kitzman on 09/07/2006.
TLCA General Manager Rick Bidne reported on TLCA matters affecting UH homeowners as follows:
development for the installation of surveillance cameras in TLCA park areas. Although
some logistics problems have been encountered, these will be overcome. The recent incidence of graffiti along N. MacArthur between Routes 635 and 114 is under investigation with the assistance of IPD. TLCA’s policy of zero tolerance is the best means to prevent small breaches from growing into large ones.
In this connection Charles Schmidt magnanimously offered to observe and record instances of curb damage during his next tour of the UH area.
In this latter connection, Charles Schmidt graciously offered to record the location on any yards in UH which are showing signs of neglect and convey these observations to TLCA at the next Board Meeting.
Charles Schmidt and Craig Boleman outlined their committee’s proposal for the "Forty Year Medallion" program. (Selection criteria were passed out at the last meeting.) The timeline will include an initial postal card mailing in September to provide candidate homeowners with the details of the Medallion program, judging done in October, and the medallion(s) awarded in December. Full assurances were given that this program will be ongoing and that the program objective is to make every one a "winner". The estimated cost for the program is $800 for the first two years. Everyone greeted the proposal with enthusiasm and the program was approved as submitted.
Charles announced the Yard of the Month (YOM) committee’s selection for September is the home of Dr. James & Melalee Camak, Jr. located at 3101 Acapulco Court. A photo-op session will follow the adjournment of this meeting and Jim will post the pictures of the property on the UH website.
President Arnold Martin brought the meeting’s attention to the Annual Meeting of UHAOH which is scheduled for November 14th. Space has been reserved at the Las Colinas CC and everyone is enjoined to mark his/her calendar for this auspicious occasion.
Arnold also announced the date for "Deck The Hills", the yearly celebration of the winter holiday season, as December 4th. Nell Anne Hunt, Director for Special Projects, most assuredly has plans afoot for this joyous event.
Arnold then advised that the next meeting of the UHAOH Board would be held on Tuesday, October 3, 2006 at 11:00am at the Las Colinas CC.
The meeting was adjourned promptly at 1:00 pm.
Respectfully submitted,
John De Marco on behalf of Esther Nachimson, Secretary
