UNIVERSITY HILLS ASSOCIATION OF HOMEOWNERS

MONTHLY BOARD MEETING – TUESDAY MAY 6, 2008

President Arnold Martin called the meeting to order promptly at 11:30 AM. Board members present were Arnold Martin, Charles Schmidt, Anna Walther, Barbara Hull, Martin Kahn, Nell Anne Hunt, and John De Marco. Committee Chairs present were Pat Andres and Linda Oliver. Kathrine Pennington represented the Las Colinas Association (TLCA). Ted Olson also was in attendance.

Arnold related that our stalwarts, Esther Nachimson and Jim Wells, could not come to the meeting as each was recovering from surgery. All wished for Esther and Jim’s soonest return.

In the absence of our Secretary, Esther Nachimson, John made reference to the APRIL minutes as posted on the UH website and motioned for their approval. Charles seconded and the motion passed.

In the absence of our Treasurer, Kass Prince, John referenced the financial reports prepared by Kass and circulated to all board members on May 3rd. It was noted these reports included the recent payment to MMP for the directory printing. The Balance Sheet report showed total assets of $28,553 and the P&L report showed net income of $9,246 YTD and MINUS $486 projected at yearend. John motioned these reports be accepted. The motion carried.

Arnold directed the meeting’s attention to Kathrine, who had to leave shortly to supervise TLCA’s Blood Donor Event. Arnold expressed our appreciation for the fine work Kathrine did to create and issue the Spring Fling postal card. It was mailed to all UH residents on Sunday.

Kathrine accepted the praise modestly and invited everyone to attend the next HOA meeting at the TLCA office. It is scheduled for Wednesday, May 14 at 11AM. Anyone who wishes to attend is kindly requested to let Kathrine know ahead of time.

Anna distributed copies of the UH marketing Brochure she and Wolfgang had developed. All were impressed with the work they had done. Anna asked for contributions of photos and for assistance in proofing the text. She also promised to have a cost estimate done soonest using high quality paper and printing as UH deserves to have its image portrayed in a first class manner.

Charles declared that our Green Neighbor program is to be promoted at the Spring Fling. The ever-energetic Linda kindly made an attractive poster for display at the event and Charles will have copies of the Green Neighbor checklist available. Presently there are 54 residents in UH who qualify as Green Neighbors and Charles vows to increase this number substantially.

Charles noted another poster is to be on display at Spring Fling. It was created by Linda to publicize our UH effort to assist at the Albert E. Farine School. Enrollment forms will be available at the event for those who wish to become mentors or otherwise join in our support of the students and faculty at Farine.

Linda prepared a third poster to advertise the many opportunities for UH residents to volunteer at their association. This, too, will be on display at the Spring Fling and applicants will be most welcome as our association cannot but become even better with increased participation by our residents.

Charles remarked it would have been nice if Don Jensen were to have been at the meeting. As many will recall, Don made a presentation at the AGM in November about individual homeowners signing onto the Flag Display project sponsored by the Rotary in conjunction with the BSA. The first in a series of five Flag Displays each year will occur on Memorial Day.

Charles and Barbara attended the recent City of Irving Neighborhood Roundtable meeting. Its theme was "Think Green". Barbara commented that the rules for items collected in the Blue Bags area more complicated than you’d think. Charles mentioned that the City of Irving has a booklet on Native Plants. It is an excellent reference for those wishing to go green with their landscape.

Arnold and Charles are members of the City of Irving’s newly formed Green Advisory Committee. They will be meeting shortly. Arnold invited Barbara and others to attend these sessions.

Ted Olson, at the behest of Arnold, spoke about a project that has been in the back of their minds for a long time; a refrigerator magnet to display important telephone numbers. Some samples and cost estimates were provided. Anna remarked that these are very useful and the costs seem to be about right. Further consideration will be given to this handy addition to any UH resident’s kitchen.

In the absence of Bob Kitzman, Arnold reported on recent developments since some UH residents had noticed some 18 wheelers transiting Rochelle. These incidents of "cut-through" traffic on our collector streets (Rochelle and Northgate) were brought to the attention of the City of Irving officials. It was addressed at the work session of the City’s Traffic and Transportation Committee on May 1st. In addition TxDOT, TLCA, and the Irving/Las Colinas COC were alerted. An immediate response was increased traffic surveillance by IPD which monitoring continues. Another response was the formation of a Traffic sub-committee headed by Bob Kitzman with 11 members, 5 of whom are UH residents. Their task will be to investigate the issue and to propose remedies for the short-tem as well as in the long-term as this situation likely will become exacerbated with all the new construction projects on the horizon.

In reply to a query from John, Arnold advised that the FOR SALE sign on the Farina/Littlejohn property (SE corner of Rochelle and Northgate) cannot be removed as yet. The final closing is set for June 6th. But TLCA is already underway with their plans for landscaping.

In the absence of Fred Odell, Arnold confirmed that arrangements for the upcoming Spring Fling are on track and in good order. Everyone is invited and is sure to have a good time. Anna kindly offered the use of her canopy to provide some shade for the event-goers.

In the absence of Jim, Arnold passed out copies of the new 2008 University Hills Association of Homeowners Residential Directory. Grateful appreciation is order for Jim, Ann, Linda, and all the others who worked so hard to produce such a fine publication.

Arnold related that there are 22 ads located on the front pages to have maximum visibility. Already 15 advertisers had paid their fees and 5 more will be paid shortly. (Two were comped.) With these revenues the expense of the publication is about covered.

John noted the Treasurer’s report would imply that membership dues for 269 members had been received YTD. That is a lower number than at this time last year. In the absence of Linda, Arnold advised there were a few collections in transit between himself, Linda, and Kass.

With respect to the apparent "discrepancy" between the number of entities listed in the directory and the number of dues notice mailings, Arnold advised that he and Linda had devised a method to identify each and every item of difference. More information on the results of this investigation will be forthcoming soon.

Martin asked about the status of the residents in Alto Vista as four new homes have now been erected. Arnold stated that Alto Vista itself is already accepted into TLCA. But the status of the residents as members of a HOA is yet to be determined.

Pat announced that 101 E Northgate has been selected as Yard of the Month for May. The owners, Don and Virginia Plekenpol, have been working to enhance the appearance of their property ever since they moved in and their efforts have been rewarded. A gift certificate to Calloway’s will be presented to them.

Pat mentioned that several residents had observed a fading of their curb numerals. These numerals were applied by stencil last year and the paint was guaranteed for 7 years.

There being no other business to conduct, Arnold motioned to close. Martin seconded and the meeting was adjourned at 1:07 PM
