Board Meeting
May 4, 2004
President, Arnold
Martin called the meeting to order at 7:32 A.M.
Board Members present
were: Arnold Martin, Don Jensen, Esther Nachimson, Don McGee, Charles Schmidt,
Martin Kahn, Nell Anne Hunt, Mary Oberlin, Paul Oldham, Christine Katib and Kass Prince. Resident guests were: Joe and Elizabeth Philipp Robin Beggs and Chandra
Muenster. Chris Wallace and Susan High were
the TLCA representatives.
The Apr minutes were
posted on the Website and accepted as written.
Don Jensen reported
total assets of $15145.61, $5000 of which is in contingency. A proposed budget was submitted for
approval. Don reported the membership
role is approaching 300 paid up members.
In all, 356 homes have at one year or another been members of the UHAHO,
But
never as many as 250 in any one year.
Nell Anne Hunt reported
the Pot-Luck Dinner at her house Sunday night was a huge success. Over 70 people participated and many of these
were new people.
Don Jensen suggested that $500.00 be contributed to Nell Anne Hunt’s
Great Flag Caper for the 4th of July . Don McGee made the motion to supply the funds
for the event. Chris Wallace seconded
the motion. The motion passed.
The flags will be
planted on July 1. Donations to pay for
the flags (some refurbished flags are being used from last year) are being
accepted by Nell Anne. She estimates she
will need $7,000.00 to get the flags needed for all areas of
Nell Anne is sponsoring
an essay contest entitled “Why I am Thankful to be an American.” The judging
will be in age groups. Prizes will be
awarded on July 3rd at The Great Flag Caper Celebration Party at
Nell Anne’s home. People should send or

Charles Schmidt reported that UHAOH had received 1 of 4 awards given to homeowners’ associations for our efforts in the “Keep Irving Beautiful” project. The certificate was given to Don McGee for the history book. The silverstar medallion, also received, will be displayed at TLCA office on Carpenter Freeway.
Although several HO associations were recognized at the
quarterly meeting at city hall, UHAOH did not receive any recognition because
we had been cited earlier for our accomplishments.
Special attention should be given to the new web-site at
the city on recycling. The city is
really pushing this project and hopes most of the residents in UH will begin to
recycle their paper, glass, plastic, tin and aluminum cans. All of the
information will be posted on the UH web-site.
The city provides recycling trucks in our area on the 2nd
and 4th Fridays of every month. All of the recycleables
can be put in one blue bag after June 1.
Martin Kahn stated if we take our recycleables
to certain pick-up points we can earn cash donations to the charity of our
choice.
City council member and UH resident Joe Philipp
suggested we put out signs to “ vote today “. Esther Nachimson
made the motion to put out the signs.
Christine Katib seconded the motion. The motion passed.
Joe reminded us that petitions are being passed around to
registered voters for the referendum on allowing beer and wine sales in retail
establishments.
Paul Oldham enjoyed the applause for a job well done on the
Spring Fling. About 250 people attended the event. The businesses and individual’s who helped to
underwrite the Spring Fling are: Stewart Title-Las Colinas (Paul and LuAnne Oldham), Allstate Insurance (Chandra Muenster,)
TLCA, Christi Khatib, DFW Humane Society, Craig Boleman and Kass Prince, James
& Carolyn Spriggs, Joe and Elizabeth Philipp, Las Colinas Medical, Las Colinas country Club and
Jack and Jennifer Davis.
Prizes were donated by Creative Landscaping (Lois Eiler,) Sonny
It was suggested that we have a cheese tasting along with
the wine booth next year. Everyone
thought that would be a good idea.
One highlight of the evening was the plants given away by
Lois Eiler, owner of Creative Landscaping. Left over
drinks and pizza were distributed to attendees at the end of the party to enjoy
at home.
Leslie Meyer on
Chris Wallace announced a mailing in mid-May to get resident
approval of three issues for changes in TLCA policy: 1. The equestrian center is making
application to develop a Pet Max, pet hotel.
2. A tax abatement for City Corp for mixed use development. 3. A deed
alteration of a lot in Fox Glenn from open space to a residential lot for
construction.
We may mail our proxies to the association or attend the
meeting on June 15th at the new office at 122 W. Carpenter Freeway
at 4:00 P. M.
Charles reported the underpass is being completed on
target. All is looking good.
Chris reported TLCA has finalized the landscaping for all
entrances into Las Colinas. Designs for
monuments to be place at these sites are in the Master Plan. The first one will be placed at Northgate and
Rochelle.
TXDOT prematurely took down the Rochelle-Wingren exit sign on Hwy.114. It has been restored.
Joe Philipp stated that code
enforcement restrictions are not working. One of the reasons is the officers do
not return to the cited properties in a timely manner. To make a difference: the first ticket is a
warning; the second, a fine; the third, the offensive item is removed or the site
rectified.
Mary Oberlin who has done a lot of work with HUD said that
there is a crisis as 40% of the single family homes in
It was suggested all interested parties send e-mails to the
City Council to protest this obvious flaw in the process. This is the best way to bring this to the
attention of the City Council and staff. Email addresses are on the

TLCA will appoint another code enforcer for UH in July.
This is a revolving position.

The meeting was adjourned at 8:50 A.M. to attend the
awarding of the Yard of the Month at 321
