Board Meeting

Tuesday, May 06, 2003

 

President Arnold Martin called the meeting to order at 7:37 A.M.

 

Board members present were: Arnold Martin, Don Jensen, Esther Nachimson, John Taylor, Charles Schmidt, Martin Kahn, Nell Anne Hunt, Mary Oberlin, Robin Filbeck and Paul Oldham.  Members not present were Don McGee, Jim Wells, Molly Kahn, Jim Underwood, Linda Korkmas and Katherine Woodruff-Beggs.  No representatives from TLCA were present.

 

The minutes and the treasurer'were passed out, read and approved.

 

City liaison, Charles Schmidt reported that he spoke with Jack Angel of the City of Irving.  The grade crossing project at Rochelle and Northgate is ahead of schedule.  It should be well ahead of the 14 months planned for.    The city has met with TLCA for the landscape plans and we should expect a spectacular entry into University Hills.

 

The planned resurfacing of Northgate from Farnam to O’Connor should be completed by September.  On O’Connor, just past Williams Square, lofts for rent are being developed. 

 

The first development on the transit mall has begun.  Apartments are being built on what will be the promenade around Lake Caroline.  This area is being patterned after a development in Baltimore.   The development is being slowed by the economy, but projections are that Las Colinas will have the best state of the art transport system because we already have in place our elevated system that can be easily upgraded. 

 

Charles reported that there had been only one complaint about the new signs in the parks.  Everyone else has been complimentary. 

 

Nell Anne Hunt hopes that everyone has seen the new flower bed on Rochelle donated in honor of Ebby Halliday’s 92nd birthday. 

 

Nelle Anne is gearing up for the 4th of July Flag Caper.  Again, she is hosting a pot luck dinner on Sunday, May 25th at her home on Hidalgo at 7:00 P.M. for everyone who wants to help put out flags.  The City of Irving will be unable to furnish the money for the flags this year because of budget cutbacks.  These monies were used to buy flags for disadvantaged neighborhoods in Irving.  We are hoping that enthusiastic persons and businesses will step forward and donate cash to buy these flags.  Tom Thumb, Four Seasons and Bank of America have already volunteered to help with this effort.  Mary Oberlin suggested that, with board approval, she would call Marvin Randle to see if he had some money left over from the Centennial fund that could be used to buy the flags.

 

Robin Filbeck suggested that we ask the block captains to be responsible to put out the flags on their block.  Mary Oberlin suggested that we send the minutes of the meeting to the block captains so they will feel more connected.

 

The dates for planting the flags will be June 27, 28 and 29.  The 4th of July is on Friday but it is hard to get workers except on the weekend.  The cost of the flags will be 47 cents each.  Martin reminded Nell Anne that we have a storage room to store the boxes of flags when they are delivered.

 

Paul Oldham reported on the success of the Spring Fling on the 27th of April.  The board agreed that he and LuAnn did a superb job.  Approximately 350 people participated. There were 5 city council members present; including our mayor who seemed surprised there were so many young people in our area.

 

The board agreed that next year the party should last for only 3 hours and should begin later in the day at 4:30.  There was a major problem with one of the electrical outlets, but this was remedied when the jumping house people donated another generator.  Next year, we decided that the firemen might be talked into monitoring the jumping houses, as they are excellent authority figures to enforce the jumping rules.

 

The popcorn machine and the margarita machine seemed to be the most popular attractions.  We understand there was not a drop of any beverage to dispose of after the party.  The 2 tiered pizza delivery seemed to work well.  The last persons leaving the party happily took leftover pizza home. 

Martin is sending another letter to the residents who participated and have not paid their dues. There is still confusion with persons in University Hills about membership in TLCA and the UHAOH.  In the gated communities there is a large compulsory homeowners dues on top of TLCA assessments.  In University Hills these are two separate entities and each have their own dues structure.  UHOH dues are voluntary and only with participation can we continue and improve our services to all of our residents.

 

The next board meeting will be at 7:30 Tuesday, June 3, 2003 at The Las Colinas Country Club.
