MONTHLY BOARD MEETING MINUTES
TUESDAY, JULY 11, 2006

 

The meeting, in the President’s Lounge at the Las Colinas Country Club, was called to order by the president, Arnold Martin, at 11:32 A.M.

Board members present were: Arnold Martin, Kass Prince, Esther Nachimson, Jim Wells, Charles Schmidt, Martin Kahn, Nell Anne Hunt, Bob Kitzman and Craig Boleman.   Others present were Susan High, TLCA representative, and Area C Deputy Chief John DeMarco.

Board members not present were: Don Jensen, Don McGee and Chandra Muenster.

The minutes of the June meeting were passed out, read and approved with corrections to be posted on the UHAOH website.

The treasurer’s report was passed out, read and approved.  Kass Prince stated the membership is slowly increasing.

Nell Anne Hunt reported The Great Flag Caper was, again, a huge success.  She thanked Bob Kitzman for his effort organizing our block captains for flag planting in their areas.  Flags were sowed from one end of MacArthur to the other.  Sadly, Wingren, Balboa and La Paz did not have flags placed.  Nell Anne reported there were more volunteers and more money donated than ever before. TGFC, also, received good TV coverage.  

Bob Kitzman praised John DeMarco and Gractia Austin for their yeoman efforts in communicating with the block captains. Their participation was essential to a successful outcome.

Arnold received a letter of resignation from Dianne Everett from Area B.  Bob said he planned to promote one of his block captains to the vacant position, preferring to promote from within.  

Web Master Jim Wells reports that he has completed converting the UHAOH e-mail communications from Yahoo to Outlook and so far, has had no complaints.  He is better able to set the rules for membership, to distribute information more safely and verify e-mail addresses. He stressed that in mass e-mailings no one will receive an address other than from the sender. When addresses are written on the BCC line, it is impossible to reply to anyone other than the sender or to know others to whom the message has been sent. The board is hoping that for safety’s sake all households in University Hills will let us communicate with them via e-mail—it’s much safer and much cheaper.

Charles said all UHAOH residents should have received the mailer announcing new schedule for brush collection.  Beginning August 1, the city will now be picking up debris, one time per week, the same day as blue bag pickup.

Charles told the board about two developments in Lubbock that are requesting deed restrictions to keep entities from buying or selling to registered sex offenders.  Rick Bidne said a 60% vote of homeowners would be needed to pass such a measure and it would not be grandfathered.  

We are in Stage 2 of mandatory watering restrictions and the hours have been extended from 7 A.M to 10 A.M.

The Weber property has been accepted byTLCA.The development will be compatible with Las Colinas deed restrictions.  The entrance to and exit from this property will be at the end of Wingren and the end of Gentry.  Thirty five to 37 homes are expected to be built at a cost of up to $500,000.The property is under contract and is expected to close soon.  

Charles reminded the board that some of our UH homes are nearing the 40 year mark. He stated that property value increases of these residences have been mainly in land value.
A plan is in the pipeline to identify and develop standards for these aging properties.  We will give a special designation, such as a medallion or decal, to those homes whose owners who have maintained their property to reflect the qualities expected by TLCA.

Bob Kitzman encouraged everyone to attend the meeting on Tuesday, July 18, at the Episcopal Church of the Redeemer at 7:00 P.M.  It was sponsored by the Irving police department to give UH residents an opportunity to meet our “beat officer.”  Topics on the agenda include ways to organize resident participation to help prevent crime.  

Since school has been recessed for the summer, vandalism has increased considerably.  Balboa experienced “papering”with over 450 rolls of tissue.  A car was vandalized and burgled on San Jose along with our new monument on Northgate that had letters stolen and broken.   On June 29, several teenage vandals were caught smearing cars with peanut butter and were remanded to their parents.  3 out of the 4 vandals lived in University Hills.
Martin cautioned residents to stay watchful.  We should keep telephone numbers handy to report suspicious activity to TLCA patrol and the Irving Police Department.

The City of Irving is considering placing  red light cameras at strategic locations at a future date.The cost and placement of the cameras are being studied. Surveillance cameras at specific locations are being considered for University Hills.

Arnold Martin cautioned that crime and its prevention is the responsibility of each an every citizen.  Irving is too spread out to be patrolled by our too few officers and that surveillance cameras would not lessen the need for homeowner vigilance.

Tuesday, August 1, is the National Night Out.  We are all asked to turn on our outside lights as an indication of our support for crime prevention.

Susan High said she is working with the City Council and IPD to enforce the curfew laws currently on the books.  Children under 17 years old should be off the streets by midnight on weekends unless they are going to or coming from work.  

Susan thanked the board for supporting the changes to the Las Colinas statutes recently voted on by all members of the association.  The measures passed because 74% of TLCA property owners returned their proxies in favor of the proposed changes.  Susan said it could not have been as successful without the homeowners’ participation.  

Pat Andres and her committee selected the home of Stan and Michelle Roberts at 621 Sonora Court to be the July Yard of the Month.  Board members were invited to drop by for a photo opportunity after the meeting is adjourned.  Only front yards are judged and considered for the monthly honor.  

The next board meeting will be on Tuesday, August 1.  Time and place to be announced at a later date.
