THE UNIVERSITY HILLS ASSOCIATION OF HOMEOWNERS

MONTHLY BOARD MEETING

January 6, 2004

The meeting was called to order by president, Arnold Martin at 7:45.  Arnold introduced Susan High, the new public relations director at TLCA.

Board Members present were:  Arnold Martin, Esther Nachimson, Charles Schmidt, Don McGee, James Spriggs, Nell Anne Hunt, Robin Filbeck, Mary Oberlin, Paul Oldham, Christine Katib, and Craig Boleman.  Not present were:  Don Jensen, John Taylor, Jim Wells, Scott Wilson, Martin Kahn, Molly Kahn, Jim Underwood, Chris Wallace, Linda Korkmas, Catherine Woodruff-Beggs and Scott Glover.

A treasurer’s report was not presented.  Craig Boleman stated the brochure for UHAOH annual dues was mailed and 47 persons had returned their monies.

Charles Schmidt reported the grade crossing to be 75% completed and should be ready in the late spring.  February 15 is the current date for the lane changes on Rochelle.  The walls of the underpass are to be faced with stone at the expense of the City of Irving.  Arnold asked if we would be able to see an artist’s rendering of the project, but Charles replied it had not been finalized.  Included in the plan will be sidewalks and bike lanes to create a safe and friendly path for non-motorized vehicles.

TLC will be no new money to complete many capitol improvements in 2004 because of the drop in revenues caused by increasing vacancies; however, the high level of maintenance will be maintained.  They are hoping to place “Welcome to Las Colinas” signs at the underpass and on the median  at the golf course and Rochelle Boulevard.

The Las Colinas Chronicle endorsed the motion of having an election to allow grocery stores and other businesses such as Wal-Mart and Sam’s Club to sell beer and wine.  They feel the tax monies leaving Irving could be put to good use here.  They are not endorsing stand-alone liquor stores.  There was a discussion and the board reserved the right to consider the proposition for an election on an individual basis.

Arnold commended the Irving Fire Department for the outstanding job they did containing the fire, on New Years Eve, in University Park.  They protected the surrounding properties, which suffered minimal damage.  The home damaged was on an R6 lot and the distance between the homes is minimum of 8 feet.

Scott reported the Christmas lights will be coming down and was commended on the superb job the decorations committee did in securing the permanent manger scene at the ridiculous price of on $600.  The rebars for the candy canes have been bundled 20 pieces per bundle to make it easier to count and put out next year.  Next year the committee is planning to add snowmen to the display.  A few persons objected to the candy canes and some neighborhoods experienced vandalism.  It is estimated that we will need to replace 1/3 to ˝ of the canes each year.

A motion was made by Craig Boleman to approve up to $150 to pay for labor at $9-10 per hour to remove the lights and store them in our storage facility. Don McGee seconded the motion.  The motion passed unanimously.  The cost of leasing the storage place is $120 and is due.

John Taylor was unable to attend the meeting but Arnold reported the work sheets from the annual meeting were being analyzed.  John is leaving University Hills and will be moving to a new home outside UH.  He has offered to resign his position on the board.  John’s talent and hard work has gotten our association to the point we are at this date.  We do not want to lose him.

Robin Filbeck suggested we do something special for our membership drive to grow  UHAOH.  We should have %60 participation as a goal for this year.  She also suggested having a decal for member homes.    Esther suggested having a yard of the month, just for UH.

Chairman Paul Oldham reported the band, Leo Hull and the Texas Blues, has been secured for the “Spring Fling.”.  He stated that we would need more electric outlets on the west side of the circle.  We will need 2 jump houses and more monitors, possibly in costume, to keep order and 2 backup generators.  The committee is using the party supply on Irving Boulevard.  The petting animals have been booked.

TLCA inspection sweeps reports have decreased in ’03 from ’02.  It is imperative that the high standards of UH and TLCA be maintained for neighborhood integrity.  We have persuasive clout to focus on those who are not keeping properties to standard.

Pat and Don McGee have agreed to head up the Archives Committee to preserve the history of our community.

TLCA office is moving.  The new address is 122 W. John Carpenter Freeway (Hwy 114) west of The Wyndam Hotel.  Cutting between Humperdinks and the Gas Station on O’Connor can easily access it.

The meeting was adjourned.  The next board meeting will be Tuesday, February 3, at 7:30 A.M. at the Las Colinas Country Club grill.  All are invited.

Respectfully submitted,    Esther Nachimson
